Resolving gates

The Studio’s Validate station runs the gate matrix against a generated plan. When a gate fires you have two legitimate paths forward: resolve it (fix the underlying cause and re-run) or override it (record why the condition is acceptable and ship with the override attached to the evidence trail). Silent skipping is not available — see Gates are non-bypassable for why.
